Hong Kong to Increase Entry, Visa, and Passport Fees from Sept 8

Planning a trip to or through Hong Kong? Starting September 8, 2025, you’ll need to budget more for immigration services.

Hong Kong’s Immigration Department is introducing higher fees for visas, travel documents, re-entry permits, and other immigration services, with increases ranging from 3% to over 50%. This is the first major adjustment in years and is part of a strategy to fully recover service costs.

💡 Key Fee Changes (Old vs New in HKD)

Service Old Fee New Fee
Seaman’s Identity Book 310 430
Ordinary Visa 230 330
Transit Visa 120 170
Change of Stay Conditions 230 330
Re-entry Permit (Single Visit) 55 70
Entry Permit (Single Entry) 230 330
Entry Permit (Multiple – 1 Year) 470 670
Travel Pass (Up to 3 Years) 760 920
APEC Business Card 540 700
Identity Document (92 pages) 370 450

Delivery charges for documents sent overseas are also rising:

  • North America/Europe (express): HKD 310 → HKD 220

  • Asia-Pacific (express): HKD 210 → HKD 165

  • Registered airmail: HKD 60 → HKD 47

📌 Why the Fee Hike?

Hong Kong follows a “cost recovery” model, meaning users pay the actual cost of services. With rising operational expenses, the government is adjusting fees to maintain efficiency and service quality. These updates are phased to avoid sudden impact.

🧳 What Travellers Should Do

  • Apply Early: Submit applications before September 8, 2025, to avoid the higher fees.

  • Budget Wisely: Factor in the new delivery costs if you need documents shipped overseas.

  • Stay Updated: Check the Immigration Department’s website regularly for further updates.
