Latvia to Launch New Electronic Travel Authorisation (ETA) System from September 2025

From September 1, 2025, Latvia will require many non-EU travellers to complete an Electronic Travel Authorisation (ETA) before entry.

The ETA is not a visa, but a mandatory online declaration that must be filled out at least 48 hours before arrival. Travellers will provide personal details, travel plans, and background information via eta.gov.lv. Once submitted, a confirmation email is issued, which must be presented upon arrival.

⚠️ Important: Failing to submit the ETA or providing false information may result in refused entry or fines of up to €2,000.

Who Needs the ETA?

  • All third-country nationals entering Latvia who are not citizens of the EU, EEA, OECD, NATO, Switzerland, or Brazil.

  • Transit passengers passing through Latvia.

  • Russian citizens, even with an Estonian residence permit.

  • Ukrainian citizens without a Latvian visa or residence permit.

Exemptions

  • Stateless persons recognised under Latvian law.

  • Diplomats and individuals with international immunity.

  • Travellers already in Latvia before Sept 1, 2025.

How to Apply

  • Applications open August 29, 2025, at 11 p.m. (local time)

  • Required details: valid passport, personal information, purpose of travel, accommodation plans, and travel route.

Latvia ETA vs. ETIAS

Latvia’s ETA is separate from the upcoming EU-wide ETIAS system (expected late 2026). Unlike ETIAS, Latvia’s ETA is free and applies only to Latvia.
