New Zealand Study Visas: Applications Dip But Approval Rates Surge

New data from Immigration New Zealand shows an interesting shift in 2025 for international students: fewer visa applications overall, yet a significantly higher success rate. Between January and October 2025, INZ processed about 55,251 study-visa applications — a drop of roughly 5.3% compared with the same period in 2024, when applications were at 58,361.

Despite the lower number of applications, the proportion of approved visas rose sharply. Last year out of 58,361 applications, 42,724 were approved (about 81.5% approval rate). In 2025, with fewer applications, 43,203 visas got the green light — pushing the approval rate up to 88.2%.

As of August 2025, the number of people holding valid international study visas in New Zealand climbed to 58,192, up from 45,512 the previous year — a sign that more students are staying in the country under valid status.

What’s Driving the Change?

  • The rise in approval rate appears linked to efforts under the government’s “International Education — Going for Growth” plan, which aims to strengthen New Zealand’s appeal as a study destination.

  • As part of that plan, student visa policies have been refined, including more support for “Pathway Visas,” which cover full study paths and reduce the need for frequent re-applications.

  • Also relevant: new rules effective from November 3, 2025 allow eligible international tertiary and secondary students to work up to 25 hours per week during term time (up from 20 hours). This makes studying there more flexible and financially viable.
