US Proposes $70,000 OPT Fee for International Students: What It Means for Nigerians

The cost of studying in the United States could become a bigger concern for international students following a new proposal that would introduce a $70,000 fee for initial Optional Practical Training (OPT) participation.

Announced by the US Department of Homeland Security in October 2026, the proposal could significantly change the financial outlook for international students hoping to gain practical work experience after their studies. However, the proposal has not been finalised, and the existing rules remain in effect for now.

What Is OPT?

Optional Practical Training, commonly known as OPT, allows eligible international students holding F-1 student status to gain temporary work experience related to their field of study.

Most eligible graduates can qualify for up to 12 months of OPT, while qualifying graduates in science, technology, engineering and mathematics (STEM) fields may be eligible for an additional 24-month extension.

For many international students, this opportunity provides a way to apply their academic knowledge in a professional environment after graduation.

How Much Is the US Proposing to Charge?

Under the proposed rule, the fees would be:

  • $70,000 for a student’s first OPT participation.
  • $30,000 for subsequent OPT participation, including qualifying STEM OPT extensions.

The proposed fees would apply to educational institutions recommending eligible F-1 students for OPT. They are not currently standard charges that every international student must pay directly. However, the proposal could allow institutions to pass the financial burden on to students or other parties.

The US government says the measure is intended to combat fraud, strengthen immigration-system oversight and protect American workers.

Why This Could Matter to Nigerian Students

For Nigerians considering American universities, the proposal raises important questions about the overall cost of studying in the United States and the possibility of gaining work experience after graduation.

If implemented, the fees could influence how universities support OPT applications and whether some institutions become more selective about recommending students for the programme.

Prospective students should therefore consider tuition, living expenses, funding arrangements and realistic career goals when comparing study destinations.

It is equally important not to make decisions based on a proposal as though it were already law. The US government must complete the formal rulemaking process before the proposed fees can take effect.

Is the $70,000 Fee Already in Effect?

No. As of October 12, 2026, the proposal is still under consideration. The published proposal provides for a public comment period ending November 9, 2026, and suggests that any final rule would take effect 60 days after publication. These dates and implementation details remain subject to the rulemaking process.

Students already studying in the US should continue following existing guidance from their university’s international student office while monitoring official announcements.
